AI Policy

Botswana: a national AI strategy

ContextBotswana built one of Africa's most stable economies on diamonds. They account for about 80 percent of exports and a quarter of GDP. In 2024 the economy contracted by 3 percent as the diamond market turned, and the country needed new sources of growth. The government had already begun looking toward technology and innovation, and artificial intelligence was firmly on the agenda. But the country had no national AI strategy, no dedicated legislation, and no coordinating institution. The ambition was real. The blueprint did not exist.
ApproachLaissez-Faire Group was asked to develop a comprehensive national AI strategy proposal: a working blueprint, not a white paper. We did not start from a template. A strategy written for somewhere else would not survive contact with Botswana's mining sector, its tourism industry, its farms, or its banks, so we grounded every recommendation in the country as it is: a population of about 2.7 million, two working languages in English and Setswana, and existing partnerships across the continent. We benchmarked Botswana against nine peer African economies on AI readiness and policy maturity. Six pillars carry the strategy: people, sectors, ethics, infrastructure, partnerships, and emerging technology.
OutcomeThe engagement delivered four things: a full national AI strategy document with clear pillars, sectoral priorities, and measurable targets; a policy framework covering governance, data sovereignty, and ethical guardrails, with three institutions, a Commission to license and oversee AI systems, an AI Ethics Council, and a Tribunal to settle disputes; two draft bills written ready for parliamentary tabling, the AI Governance and Innovation Act and the AI Regulation and Safety Act, with fines up to BWP 1,000,000 and custodial sentences for unlicensed high-risk deployment; and a four-phase implementation roadmap over ten years, with immediate actions for the first six months. The proposal models the economic case over ten years: 5 to 8 percent additional GDP growth per year, USD 300 to 500 million in annual public sector savings, more than 30,000 new jobs, and over 200 new startups. These are projections from the analysis, not results.
